Broadband access is creating opportunities to deliver a variety of new services, such as e-learning, e-commerce, online content delivery, online gaming and high-quality video communication. Broadband access also affords opportunities to build community.

Different players from related industries network operators, content providers and manufacturers of electronic consumer goods have an interest in these new opportunities. But a divergence in views among these key players has developed, and has delayed the adoption of broadband access for new services.

This paper proposes a new model for broadband services that will increase the potential market and business opportunities for all players. By cooperating to define a common business model, we can generate new sources of revenue.

Creating consensus among the key players is crucial. To facilitate the discussion, a number of major industry players involved in broadband services have worked together to design a common vision. This paper provides an overview of the issues and describes the common vision that key industry players have created to resolve them.

A model of cooperation and relationship building is needed among the players participating in the value chain. Broadband service providers alone cannot build the new business models for broadband. These must be created cooperatively, under competitive conditions.

Working together to create new services will lead to a win-win relationship among the participants of the value chain. Working together will also lead to the growth of the market and the creation of new services and new distribution channels.
